Create provisioning guidelines for @opensource.org email addresses

While it is clear that active board members should have @opensource.org email addresses, there are not clear guidelines around provisioning @opensource.org email addresses for other OSI participants.

The postmaster should make recommendations around this to the board.

The policy so far has been that only board members get an @opensource.org address. The principle is that bored members can speak (within their remit) for the board.

The issue was raised during the 2009-10-02 board meeting.

President Tiemann and General Counsel Radcliffe will draft a policy, with support as needed by the infrastructure committee.
